How could a bad thermostat cause a cooling fan to not turn on when it's supposed to?

If the thermostat is bad it may not be opening. No circulation of coolant.
The thermostat controls the flow of water through the radiator and the engine. There is a temperature sensor on the engine or in a hose that turns the fan on.
