can you change the desktop background picture on Windows 7 Starter?

I bought a new Acer Aspire Netbook and I love it. I have tried to changed the background picture since I got it but I can't figure it out. My husband thinks since it's the Starter Version of Windows 7 you won't be able to change it. Is this true? HELP
