How is the child seat restrained wrong in the new Toyota commercial?

On YouTube, there are comments saying the new Car Wash commercial has the child's seat restrained wrong.

How is it restrained wrong? I'm not at all knowledgeable, seeing as I neither have children nor transport them.

The chest clip is buckled, but the straps are not buckled into the middle crotch strap, making the seat completely pointless. The child would be ejected from the seat in the event of an accident because the child is not properly restrained.
